Mystery Antique

I found this strange looking object at a rummage sale. I thought it must be a religious item and have had the photo sent to religious collectors, antique dealers, etc to try to identify it. No one seems to know what it is. Could it be an item from a secret society? Would any of your listeners know what it is?
