In hours two and three, Art welcomed Colorado State Representative Charles Duke to discuss "state sovereignty." A resolution was just approved by the Colorado House of Representatives that addressed state sovereignty that Duke had sponsored. He argued that the federal government was far too involved on the local level. The resolution declared that the state government would be able to pick and choose which federal mandates to follow.

Excited about the prospect, Art called the move a "bloodless revolution" that he hoped would spread to other states. Many positive calls came in after Art opened the phone lines. The first hour featured news, where among other things, Art announced that Kurt Cobain had just committed suicide. The last two hours were filled with Open Lines.
